This support consists of an extraordinary financial incentive to support the normalization of business activity, that is, after the end of an application of the so-called "simplified lay-off” or support for the progressive recovery.
The extraordinary incentive to normalize business activity is given in the following modalities:
- 50% reduction in contributions paid by the company, up to a maximum of 3 months;
- Total exemption from contributions to be borne by the company, during the 2-month period, when there are permanent employment contracts entered into in the 3 months following the end of the incentive grant, resulting in a net increase in the level of employment (year-on-year period).
Who may benefit?
Employers who have benefited from extraordinary support for the maintenance of an employment contract ("simplified lay-off”) or support for the progressive recovery.
How to access?
Companies can request the incentive before or after the end of the application of the "simplified lay-off” or support for the progressive recovery, through iefponline, but this is only granted after the end of the application of the aforementioned incentives.

What is this? What are the benefits?
The extraordinary support for artists, authors, technicians and other culture professionals takes the form of a subsidy for the amount of €438.81 attributed to culture workers who are exclusively independent workers.
This support may be received in addition to the extraordinary support payments for the reduction in the turnover of freelance workers, the extraordinary incentive measure for professional activity and support for social coverage.
Who can benefit?
This support targets:
Freelance workers who are simultaneously in the employment of third parties, registered as such with the Social Security system, are not eligible for this support. Those under the employment of third parties are specifically covered by the extraordinary measures designed to maintain contracted employment (the simplified lay-off program).
The eligible CAE company codes are: 59110, 59120, 59130, 59140, 59200, 90010, 90020 or 90030. And the eligible IRS codes are: 1 (1314), 2 (2010, 2011, 2019, 2012, 2013, 2014 and 2015) or 3 (3010 and 3019).

Freelancers are to complete and submit a form via the website www.culturaportugal.gov.pt, separator "CRIAR”. In the form, you need to give your consent for the consultation of databases and the exchange of information with the Tax and Customs Authority and the Institute of Social Security. What is it? What are the benefits?
Support for the maintenance of jobs, to be paid in two installments during the first half of 2021. This support is equivalent to two minimum national wages per worker.
Companies that benefit from this support are prohibited from dismissing workers, namely, through collective dismissal and extinction of jobs up to two months after the end of the support.
Since the support is exclusive for micro-companies, it can amount to a maximum of up to € 11,970 per beneficiary company, i.e. € 1,330 per worker (two minimum national wages).
Additional support corresponding to 1 national minimum wage, per job, is also planned for the third quarter of 2021.
Who can benefit?
This support is exclusive for micro-companies (up to 10 jobs) with revenue drop of above 25%.
It should also be noted that this support cannot be attributed simultaneously with the support for the progressive recovery. In other words, micro-companies that are covered by the simplified lay-off substitute and are interested in this new support, will have to give up the first to receive the second.
This support is still available for companies covered by simplified support in the 1st quarter of 2021 that remain in a business crisis situation in June 2021 and that have not benefited from a lay-off or Support for recovery in 2021.

This is financial support for companies in a business crisis associated with a regime of temporary reduction of the normal working period, with a view to maintaining jobs, gradually resuming economic activity and the phased repayment of workers' pay. This support has differentiated solutions depending on the applicable business crisis scenarios. Thus, the support modalities vary depending on the intensity of the revenue drop suffered by companies and evolve over the last five months of 2020.

The support covers employers of a private nature, including those in the social and solidarity sector, which have been affected by the COVID-19 pandemic and who are in a business crisis situation (revenue drop equal to or greater than 25%), have or have not benefited from the simplified lay-off scheme. The revenue drop must be verified in the full calendar month immediately preceding the calendar month the initial request for support or extension refers to, compared to the same month of the previous year or to the monthly average of the two months preceding that period, or for those who started the activity less than 12 months ago, compared to the average monthly revenue between the beginning of the activity and the penultimate full month prior to the calendar month the initial request for support or extension refers to.
How to access?
In order to access the extraordinary support for the gradual resumption of activity with temporary reduction of the normal working period, the employer must submit an electronic application, in its specific form, through direct social security portal, with the employer's statement and the statement of the certified accountant (Mod. 3058-DGSS) attesting to the situation of business crisis.

This measure constitutes a special system of support for hiring in the context of the direct costs associated with the jobs created, in particular the costsfor remuneration, plus the respective contributory expenses borne by the employer, for a maximum period of 36 months. The hiring support for remote working is part of the CO3SO Employment + Programme.
What are the benefits?
When up to three new jobs are created, support for each hired worker can reach €1,500 per month. After 36 months, this support totals 54,700 euros. The support can be increased, reaching 1,900 euros per month and totaling 68,400 euros after 36 months, in the following cases:

The support is intended for coastal companies that create jobs in the interior under a remote work scheme, allowing them to receive an additional 0.5 IAS (Indexante de Apoios Sociais), per job, for each month of support, regardless of the number of jobs created. The amount of support is 219 euros per person.

"ATIVAR.PT” is an incentive measure financed by Portugal 2020 that grants financial support to employers who enter into permanent or fixed-term employment contracts, for a period equal to or greater than 12 months, with unemployed people enrolled in IEFP, with the obligation to provide professional training to hired workers.

This support aims to reimburse the expenses demonstrably borne by beneficiaries in initiatives or actions cancelled or postponed for reasons related to COVID-19, provided for in approved projects. Where, for reasons not attributable to companies and other private beneficiaries of the programme, it is not possible to validate the payment request within 20 working days from the date of its submission by the beneficiary, the application shall be settled as an advance payment, up to a maximum of 70% of the public support corresponding to it.
If the applicant does not have sufficient financial means, a payment request may be submitted on the basis of an invoiced but not yet paid expenditure, which is considered as advance payment, provided that the sum of advance payments already made and not justified with expenditure submitted and validated does not exceed 50% of the public expenditure approved for each project.

The Guarantee Culture Program is a universal support (not subject to tender), non-repayable, that seeks to mitigate the impacts of the pandemic on the cultural sector and nurture the gradual resumption of its activity through enabling the remuneration of artistic and technical labour. This program supports the presentation of creative projects or artistic programming that takes place in either physical or digital formats and contexts.

The Short-Term Export Credit Insurance Line is a COSEC export credit insurance line, guaranteed by the Portuguese State, for the coverage of export operations of goods and services, with national incorporation, for minimum amounts of 20,000.00 € and with a credit period up to 2 years.
In the form of Export Credit Insurance, a credit insurance policy is issued whereby the exporter Portuguese may cover the risks associated with the importing company (commercial risks) or the country of import (political/extraordinary risks), whether they occur in the preparation phase of the order, or after dispatch of the goods/service.
In the case of State Guaranteed Credit Insurance, the coverage of political and extraordinary risks associated with the importing country is at stake, such as acts or decision of the Government of the country of import, expropriation, nationalization, confiscation, difficulties in transferring, conversion, and general moratorium, wars, riots, and catastrophic events.

The tenant wishing to benefit from this scheme must communicate his intention to the landlord, in writing and up to five days before the maturity of the first rent in which he wishes to benefit from this scheme, by registered letter with acknowledgment of receipt, sent to the respective address contained in the lease contract.

The counting of lease contract terms for their termination is suspended until June 30th 2021.
For those closed since March, the beginning of the payment of rent for 2020 and 2021, was deferred until January 2022. This payment can be made in 24 monthly installments. Also for tenants with establishments closed since March, lease contracts must be extended for a period equal to the duration of the closure, with a minimum duration of 6 months after reopening.
The extraordinary and transitory regime for the protection of residential and non-residential tenants provides for the maintenance of the lease agreements in force, even those that the landlord may have refused to renew.
