The second program to boost commercial activity is in force from 3 May to 30 July 2021, to promote sales in the street, local and traditional shops of Porto.
The campaign consists of delivering discount vouchers to participating shops. For every purchase of 20 euros, 2 euros are discounted directly for the customer. The Municipality assumes an immediate discount of 2 euros on all purchases equal to 20 euros and so on, in multiples of 20 euros, up to a maximum limit of 100 euros per purchase. The refund will be made upon presentation of copies of the invoices.
Who may benefit?
The program is aimed at street commerce establishments with a store size of up to 250 square meters, including restaurants, cafeterias, beauty salons, hairdressers and barbers and which want to become members.
Applications are only accepted from owners of commercial establishments that have their situation regularized at Social Security and Tax Authority.
How to access?
The application will be made through filling out the specific form. The form and the respective complementary documents must be delivered through the online form available at Portal do Munícipe; in person, by appointment, at Gabinete do Munícipe, through the Porto Line. 220 100 220; or by e-mail comercio@cm-porto.pt, indicating in the subject: Adherence to the Program to boost commercial activity.

The second public consultation of the Porto com Sentido program, aimed at property owners, was launched to contract leases. The objective is to rent up to 500 properties of type T0 to T4, with gross area over 52 m2, throughout the city. This second public consultation runs between March 1 and November 30, 2021.
The "Porto com Sentido" program aims to promote affordable housing in Porto through the inclusion in the rental market of:
The Municipality of Porto will hire the rental of residential properties of various types through public tender for owners (or heirs of undivided inheritance), owners or users of properties located in the municipality of Porto, provided that their tax and contributory situation is regularized and are not beneficiaries or candidates in another municipal housing program. The properties will then be sub-leased by the Municipality of Porto to families, applying the affordable rent regime.
The maximum amount of rent payable by the Municipality of Porto when leasing the properties that will be part of the Porto com Sentido program can be calculated using the simulator provided by Porto Vivo, SRU. The lease contracts have an initial term of 3 to 5 years.

How to access?
To apply for the program you need to fill in the electronic application form available online, attach the requested documentation in digital format, and accept the General Conditions of the Public Consultation.
The application requires the identification details of the owner of the property (name, e-mail, address and telephone number) and the elements related to the property: address, parish, postal code, building description, property registration document, energy certificate of the property, license number for the use of the property for housing purposes and, in the case of Local Lodging property, the RNAL number.

From January 20, 2021, non-domestic customers of the municipal company Águas do Porto can benefit from exceptional conditions for settling debt. The measure has a duration of six months, with the possibility of extension for another semester.
What are the benefits?
Total or partial exemption from late-payment interest due and falling due, compensatory interest and legal costs for debt charged in tax enforcement procedures initiated by the date of entry into force of the measure.
The applicant can choose one of the following two forms of payment:
• Full payment of the debt, with reduction (applicable only to credits related to late-payment interest due and falling due, compensatory interest and legal costs), or
• Payment of the debt in installments.
Who can benefit?
All domestic and non-domestic users, who are debtors of Águas do Porto and Porto Ambiente, regardless of the contractual situation.
How to access?
To apply for the measure, the following conditions must be fulfilled:
• Submit an application requesting full payment of the debt or payment in installments;
• Subscribe to a declaration of commitment to comply with the obligations assumed under the measure and the payment of all amounts subsequently invoiced, except in the case of full payment;
• Update the contractual data or the data of the debtor user who is the beneficiary of the measure, in cases where there is no longer an active contract.

Who may benefit?
The exemption and refund can only be applicable to economic agents and establishments that have fulfilled their tax obligations with the Municipality.

The Exceptional Regime for Terraces, valid until 31 December 2021, aims to relax the rules for the occupation of public space with terraces by restaurants, cafes, hotels and other similar establishments in the city of Porto.
To mitigate the possible negative impact resulting from the indoor space restrictions required by the rules of sanitary control, this regime offers the following benefits:
The furniture to be installed are restricted to tables, chairs, umbrellas and heaters for outdoor use and must not have ads.
Restaurants, cafes, pastry shops, among other catering and hospitality establishments in the city of Porto.

In force since September 1st, 2020, the regulation for the reduction of urban fees within the framework of the REURB 2020 – Special Regime for Urban Management – foresees the attribution of fiscal benefits at the level of urban fees and the facilitation of all urbanistic processes in the CMP.
REURB 2020 allows for a 50% reduction of all settled urban rates, except the compensation rate, public domain occupation rates for the execution of the work, as well as traffic conditioning and police monitoring. These benefits will apply subject to terms such as:

The 50% reduction in the amount of rent owed by retailers installed in municipal buildings to mitigate the damage caused by the Covid-19 pandemic, which was in force between October 1, 2020 and March 31, 2021, will be extended until 30 September, 2021.
The measure will also be applied to municipal companies with commercial tenants.
Full exemption from rent will be granted to non-residential leaseholders with contracts for warehouse.
Who may benefit?
Comercial tenants of municipal buildings, whose activity is directly or indirectly related to the tourism sector.
How to access?
The exemption is automatic and the Municipality of Porto is notifying each beneficiary individually. Tenants covered by the measure do not need to submit an application.
