Municipal incentives

“Porto com Sentido” Programme

"Porto com Sentido" is a Municipal Programme intended to stimulate the supply of housing under the Regime of Affordable Rent, in order to provide access to housing rentals at prices below market rates all over the Municipality of Porto.

The Municipality will hire the rental of residential properties of various types through public tender for owners (or heirs of undivided inheritance) of properties located in the municipality of Porto, provided that their tax and contributory situation is regularized and that they're not beneficiaries or candidates in another municipal housing programme. The properties will then be sub-leased by the Municipality of Porto to families, applying the affordable rent regime.

Owners who enter into lease agreements with the Municipality of Porto enjoy the following tax benefits:
  • Exemption from Municipal Property Tax (IMI) for buildings that sign rental contracts with the Municipality of Porto under this initiative;
  • Exemption from Personal Income Tax (IRS)/Corporate Income Tax (IRC) during the term of the contract, as provided for in DL No. 68/2019 and/or Article 71 of the Tax Benefits Statute (only applies to leases that have a period of 5 years or more).

Porto Vivo, SRU, a municipal company, is the managing entity of the "Porto com Sentido” Programme.

Requirements

At the time of signing the lease contracts with the Municipality of Porto, the properties to be leased must meet the following conditions:
  • Be autonomous fractions of buildings constituted under the regime of horizontal property, or be independent units distinct and isolated from each other;
  • Have their fiscal and registry situation in order;
  • Possess living conditions that fullfil the purpose for which they are destined;
  • Possess a residential use permit (unless legally exempted), an energy certificate, and an in-effect multi-risk insurance policy;
  • Be free and unoccupied of people and goods;
  • When applicable: be able to indentify their respective National Register of Local Lodging (RNAL) number.

How to obtain

To apply for the Programme you need to fill in the electronic application form available online, attach the requested documentation in digital format, and accept the General Conditions of the Public Consultation.

The application requires the identification details of the owner of the property (name, e-mail, address, and telephone number), along with the elements related to the property: address; parish; postal code; building description; property registration document; energy certificate of the property; license number for the use of the property for housing purposes and - in the case of Local Lodging property - the RNAL number.
