Porto’s Municipality Master Plan: Major projects will mark the future of the city

Underway or about to start, there are a large number of projects that are already transforming the city of Porto, in an unprecedented wave of public and private investment.

With an eye on the future and focusing on continuing the regeneration of the city, the new Municipal Master Plan (PDM, Plano Diretor Municipal) of Porto advocates a large set of structuring projects, some of them already underway while others are scheduled to start soon. They intend not only to leverage private investment but also to enhance the attractiveness of the city.

To present the strategic lines of the new Municipality Master Plan, Pedro Baganha, Porto City Councillor for Urbanism was invited to the Urban Rehabilitation Week, noting that this is "a city in development”. 

Starting with the city center, Pedro Baganha highlighted the rehabilitation of the Bolhão Market, which is "a few months away from the opening". Without forgetting the role of the private sector, he also mentioned the projects at the Quarteirão da Casa Forte, the future Bonjardim development, promoted by Avenue.

Also of great impact is Metro do Porto's public investment in the pink line, which intends to facilitate mobility in the city.

Another area of the city where strong investment is planned, again public and private, will be in Lapa, in an area that extends from Carolina Michaelis School to Largo da Lapa and Praça da República. From a new hotel to housing and quality public spaces, such as a garden, everything is planned to relaunch this area.

The news reach the parish of Ramalde, where some large residential developments are planned for the middle class and the construction of a "linear park" in an area near the building of the future headquarters of Liga de Futebol. Pedro Baganha also confirmed that the municipality intends to move forward with the "renovation of the public space in the Enterprise Zone of Ramalde".

For Asprela, a predominantly university zone, the municipality reserves the creation of green spaces, stressing that the supply of university residences has increased significantly, mainly through private investment.

Finally, the eastern zone of the city, Contumil and Campanhã, has conquered the attention of national and international investors and real estate promoters, by being leveraged by public investment in projects such as the Campanhã Intermodal Terminal and public-private partnerships such as the Matadouro

A city to live, work and enjoy

This conference was followed by the participation of Miguel Cunha, Finance & Strategy Manager of Reify, who spoke of a "city vision", highlighting "the importance of soft mobility, services, the environment, and mass transportation" in the city's sustainable growth.

The debate was moderated by Claúdia Beirão Lopes, Head of Licensing & Urban Planning at REIFY, and included the participation of some of the main protagonists of the major investments being made in Porto. Firstly, Vítor Pinho, CEO of Mota Engil Real Estate that in "a virtuous partnership" with the City Council, the company is responsible for the ongoing rehabilitation of the Matadouro do Porto.

Also, Quantico, represented by its Administrator Graça Medina, attended this debate to present the housing megaproject Antas Atrium. Under construction in the grounds of the old Antas stadium, "the Antas Atrium is a great anchor, a landmark for the city", she said. There are more than 1,100 apartments to be developed during the next eight years and that Quântico/Albatroz presents "as a new luxury of life accessible to the domestic market".

Present at the occasion was also Artur Varum, CEO of Civilria, who highlighted the ICON project, intended for offices and apartments service, located near Boavista. Born in an abandoned land, this building had such good commercialization results that the second tower, still under construction, "has already signed contracts".

The balance of the conference " Os projetos mobilizadores no novo PDM do Porto” [The mobilizing projects in Porto's new Municipality Master Plan] is well represented by the words of Álvaro Carvalho, Member of the Board of Directors of Pluris: "when people used to talk about real estate, they used to talk about Lisbon. Porto has only been in the market for a few years. And how far it has come in these few years!".
